Almost nobody wrecks a supply budget by buying the wrong degreaser. They wreck it because one site closet has been sitting on eleven cases of roll towel since March while the crew across town runs dry on a Thursday night and buys paper at grocery store retail.
You have probably heard that supplies should run around 4 percent of revenue. That figure is nearly useless by itself, because it says nothing about whether paper is included in your contract, how many restroom fixtures you cover, or how much product is quietly aging in closets you have not opened this quarter.
Track cleaning supplies inventory by counting a short list of high-movement SKUs on a fixed cycle, weekly at your central stockroom and monthly at each site closet, then measuring consumption against two ratios: supply cost as a percent of contract revenue, and supply cost per cleanable square foot per month. Everything else is bookkeeping.

What percent of revenue should cleaning supplies be?
There is no audited, published industry benchmark for janitorial supply spend as a percent of revenue. ISSA publishes standardized production rates for cleaning tasks, not consumption rates for paper and chemical. Anyone quoting you a hard percentage is quoting their own book of business.
That is not a reason to skip the ratio. It is a reason to build it from your own invoices before you trust it. Pull three months of supply purchases, code every line to an account, and divide by that account's contract revenue for the same months.
Before you compare accounts, split your spend into two buckets. They behave completely differently.
- Client consumables: toilet tissue, roll towel, hand soap, seat covers, urinal screens, can liners. Consumption is driven by occupants and dispenser type, not by square footage.
- Operating supplies: disinfectant and glass concentrate, microfiber, mop heads, gloves, backpack filters, floor pads, finish and stripper. Consumption is driven by square footage, floor type and service frequency.
If you bill consumables as a pass-through with markup, they inflate both sides of the percent-of-revenue ratio and make a restroom-heavy account look like a chemical problem. Track consumables gross margin separately and keep percent of revenue for operating supplies only.

Six metrics cover almost everything you need. Four of them you can calculate this afternoon from invoices and a tape measure.

How to calculate supply cost per cleanable square foot
Take Northgate Office Plaza, an illustrative account: 60,000 cleanable square feet, cleaned five nights a week, about 180 daily occupants, six restrooms with 22 fixtures, consumables included in the price. Monthly contract price is $9,000.
Three months of coded invoices come in at $402, $318 and $360. Average monthly supply spend is $360.
- Percent of revenue: $360 / $9,000 = 4.0%
- Per cleanable square foot: $360 / 60,000 = $0.006 per sq ft per month, or $0.072 per sq ft per year
- Per occupant: $360 / 180 = $2.00 per occupant per month
Now watch what happens when you use those two ratios to budget a new account. A 40,000 sq ft call center with 320 people in it prices out at $240 per month on the square foot ratio and $640 per month on the occupant ratio.
Both cannot be right. The square foot number is right for chemical, liners and floor care. The occupant number is right for paper and soap. If you quote a dense account off square footage alone, you have already given away the consumables budget before the first shift.

How many SKUs do you actually need to count?
A typical janitorial distributor catalog line for a small contractor runs 60 to 120 active SKUs. You should not be counting 120 items anywhere, ever.
Run a simple ABC split on twelve months of purchase history, sorted by annual dollar spend:
- A items: the SKUs that make up the bulk of your dollars. In most janitorial operations this is a short list: toilet tissue, roll or multifold towel, two or three can liner sizes, hand soap, disinfectant concentrate, glass cleaner, gloves. Count these weekly at the stockroom.
- B items: moderate spend, moderate movement. Microfiber, mop heads, floor pads, urinal screens, air freshener. Count monthly.
- C items: low spend or slow movement. Squeegees, dust wands, doodlebug pads, specialty spotters. Count quarterly or manage by eyeball with a written minimum.
The point of ABC is not elegance. It is that a weekly count of ten items actually happens, and a weekly count of eighty items becomes a form somebody fills in from memory in the truck.
Your A-item list is also your OSHA list
OSHA's Hazard Communication Standard, 29 CFR 1910.1200, requires that safety data sheets be readily accessible to employees for each hazardous chemical in the workplace, and that containers be labeled, including secondary containers such as spray bottles filled from a dilution station.
Tie the two systems together. When a chemical SKU gets added to the inventory list, the SDS goes into the site binder or digital library the same day. When a SKU is discontinued and the last case is gone, it comes off both lists.
How to set par levels and reorder points for a site closet
A par level is the quantity that should be in the closet after a restock. A reorder point is the quantity that triggers an order. Most operators set the first by guesswork and skip the second entirely.
Use consumption, in weeks:
- Par level = average weekly usage x (weeks between restock visits + supplier lead time in weeks + safety weeks)
- Reorder point = (average weekly usage x supplier lead time in weeks) + safety stock
Back to Northgate. Roll towel runs three cases a month, so 0.75 cases per week. You restock the closet every two weeks, your distributor delivers in one week, and you carry one week of safety stock.
Par = 0.75 x (2 + 1 + 1) = 3 cases. Reorder point = (0.75 x 1) + 0.75 = 1.5, so you order when the closet drops to 2 cases.
Write both numbers on a laminated card taped inside the closet door, next to the count sheet. A supervisor should be able to open the door, see "Roll towel: par 3, reorder at 2," and know what to do without calling you.
What a cycle count actually looks like on site
A full physical inventory once a year tells you what you lost eleven months ago. A cycle count tells you this week. For most contractors, a site closet count takes 10 to 15 minutes if the closet is organized and forever if it is not.

- Same day of the week, same person, every time. Consistency is what makes variance meaningful.
- Photograph the closet before you touch anything. It documents condition and settles disputes later.
- Count in one unit of measure per SKU. Cases or units, never both on the same line.
- Count partials as a decimal, not "about half." Half a case of tissue is 0.5.
- Write the count next to the par on the same sheet, and write the order right there.
- Flag any A item over roughly 5% variance from expected on hand for a same-week look.
- Any unlabeled bottle gets labeled or emptied. Any decanted chemical without a secondary container label is a HazCom problem, not a housekeeping one.
- Confirm the SDS binder or link matches the chemicals physically present.
- Sign and date. Unsigned counts get treated as estimates within a month.
Reading variance without accusing anybody
Most variance is not theft. It is a supervisor pulling two cases for another site at 9 p.m., a distributor short-shipping a case nobody checked in, or two people counting the same shelf in different units.
Fix the boring causes first: receive every delivery against the packing slip, require a written or in-app request for any transfer between sites, and standardize closet layout so the same SKU sits in the same place at every building. Persistent variance on a high-value SKU after those controls is worth a real conversation. Before them, it is just noise.

Barcode scanning is rarely the constraint for a contractor under 20 buildings. The constraint is that nobody is required to record a pull. Solve accountability first and the tooling question mostly answers itself.
