Almost nobody loses a janitorial contract because a cleaner spent 11 minutes in a restroom instead of 14. They lose it because a property manager asked "how long was your person in my conference room Tuesday night?" and the account manager had nothing but a shrug and a shift total.
So the obvious move is to tag every room and capture a timestamp everywhere. That is usually the wrong first move. Room-level proof costs crew seconds, admin hours, and goodwill, and most operators buy it for the whole portfolio when three accounts needed it and the rest needed a better time standard.
To verify cleaning time per room you need a timestamp at the room, not just at the building. Post a scannable tag in each room, have the cleaner scan on entry and on exit, then compare the elapsed minutes against a time standard you built from your own stopwatch study.

What actually counts as proof that a cleaner was in a room?
There are only three levels of evidence, and confusing them is where most disputes go sideways.
- Presence: someone was inside the building during a window of time. A geofenced clock-in and clock-out gives you this and nothing more.
- Coverage: a specific room was visited during that shift. One scan or one checked task per room proves this.
- Duration: a specific room was occupied for a measurable number of minutes. This requires two timestamps at the room, an entry and an exit.
Clients almost always ask for duration when what they really want is quality. Before you engineer a duration system, ask which complaint you are actually solving. "You skipped the third floor break room" is a coverage problem. "Your crew is in and out in 40 minutes" is a duration problem.
The four ways to capture room-level cleaning time
1. Site-level GPS clock-in and clock-out
The cleaner opens a link on a phone, the system checks that the phone is inside a geofence around the building, and it stamps the time. Typical radii run somewhere between 100 and 200 meters, tightened at dense urban sites.
This proves presence and total on-site minutes. It cannot tell you anything about rooms, and indoor GPS is unreliable anyway once the crew is three floors up behind concrete.
2. Room scan points, QR labels or NFC tags
A durable label goes in each room. The cleaner scans it on entry and again on exit. Printed QR labels cost close to nothing and can be replaced with a printer and a laminator. NFC tags cost meaningfully more per room but survive better in restrooms and do not need the cleaner to line up a camera in a dark corridor.
This is the only method that produces a real minutes-per-room number for a distributed night crew.
3. In-app task timestamps
Instead of tagging the room, you tag the work. The cleaner checks off "restroom 2A, restock and disinfect" and the system records when. If your checklist is built by room or by zone, the gaps between check-offs approximate room time.
Cheaper to deploy than scan points because there is nothing to install. Weaker as evidence, because nothing physically ties the check-off to the room.
4. Supervisor stopwatch study plus scored inspections
A working supervisor follows the route with a clipboard or a phone timer and records actual minutes per room, then a separate inspection scores the outcome. This is not a tracking system. It is a measurement system, and you need it regardless of which of the other three you deploy, because every other method compares actual minutes against a standard that has to come from somewhere.

Do you need one scan per room or two?
Two scans doubles the crew friction and doubles the number of ways the data can break. Use this rule.
- One scan per room when the recurring complaint is skipped work, when rooms are small and fast, and when the room list is long. Twenty-four private offices at four minutes each do not justify 48 taps a night.
- Two scans per room when the room has a defined dwell time requirement, when it carries a penalty clause, or when the client's complaint is specifically about speed. Restrooms, operating suites, clean rooms, food prep areas and executive floors are the usual candidates.
Most mature operations end up mixed: single scan across the general route, double scan on six to ten rooms per building. That is not a compromise. That is the correct answer.
How many minutes should each room take?
Room-level data is worthless until you have something to compare it to. Build the standard yourself, in your own buildings, with your own equipment and your own chemistry. Published time values are a sanity check, not a substitute.
One-night time study protocol
- Pick one representative building and one experienced cleaner, not your fastest and not your slowest.
- Walk the route in advance and write down every room and zone by name and number.
- Time each room from entry to exit with the cart already stocked. Record the number, do not coach.
- Separately time the non-room work: cart setup, trash haul to the dumpster, restock, lock-up, break.
- Repeat on a second night with a different cleaner in the same building.
- Take the average of the two, then add a small allowance for the nights when the conference room is a disaster.

How much of a paid shift should show up as room time?
At Harborview, 431 assigned minutes against 540 paid minutes is 80 percent. The other 109 minutes are cart setup and breakdown, hauling trash to the compactor, restocking, travel between floors, lock-up and the break.
A common operational pattern in nightly office work is that assigned room time lands somewhere in the range of 70 to 85 percent of paid shift time once travel and support tasks are accounted for. Run your own study and set your own figure. Then use it as a diagnostic.
- Scanned room time far below your baseline: your tag placement is wrong, your room list is incomplete, or crews are forgetting to scan out. Fix the system before you accuse anyone.
- Scanned room time near 100 percent of the shift: the data is being entered after the fact. Nobody hauls trash in zero minutes.
- A single room consistently under 60 percent of its standard: investigate the room, not the person. It may be locked, it may be smaller than your inventory says, or the standard may be wrong.
Set variance thresholds before you go live and put them in writing. A reasonable starting policy: flag any room that runs under 60 percent or over 150 percent of standard on two consecutive visits. Anything tighter buries your supervisors in noise.

Frequently asked questions
Can GPS track my cleaners from room to room inside a building?
No. GPS accuracy degrades badly indoors, especially in interior corridors, basements and steel-framed buildings, and consumer phones will not distinguish two offices 15 feet apart. Location capture at clock-in and clock-out tells you the phone was at the site. For anything inside the walls you need scan points or task timestamps.
How many minutes should a private office take to clean?
It depends on the scope: trash-only is a fraction of trash plus dust plus vacuum, and desk density changes everything. Do not import a number from a blog. Run a two-night study, average across two cleaners, and use ISSA's published task time values as a cross-check if your result looks unreasonable in either direction.
Do QR code scans count as hours worked for payroll?
No. Hours worked are established by the shift clock-in and clock-out, and the FLSA requires you to keep accurate records of those hours. Room scans are performance data. If a cleaner works a full shift and half the tags fail, you still owe the full shift. Say that clearly in writing so crews do not fear the tags.
What stops a cleaner from scanning every tag at the start of the shift?
Nothing stops the first attempt, but the pattern is obvious in the data.
