Safety Data Sheets for Cleaning Supplies: Binder or Phone?

The argument you are actually having is not whether you need safety data sheets. It is whether they live in a three-ring binder in the janitor's closet at all 22 of your accounts, or on the phone in every cleaner's pocket. Most owners pick paper because it feels safer, and paper is usually the setup that fails first, because nobody drives to 22 buildings to swap a sheet when the distributor reformulates your neutral cleaner.

A safety data sheet (SDS) is a standardized 16-section document from a chemical's manufacturer covering hazards, handling, first aid and spill response. OSHA's Hazard Communication Standard, 29 CFR 1910.1200, requires you to keep one for every hazardous cleaning product your crews use and make it readily accessible during each shift.

That last phrase, "readily accessible," is where the whole decision lives. This article lays out the axes that actually decide it, then commits to a recommendation for each size of cleaning operation.

What OSHA actually requires, and why the sheets are only one third of it

Operators tend to think compliance means "we have the binder." The standard asks for three things, and inspectors check all three.

  • A written hazard communication program: a document kept at your workplace that describes how you handle labels, SDS and training, plus a list of the hazardous chemicals in use.
  • Safety data sheets, accessible without a barrier: every employee in the work area can get to the sheet during their shift without asking a supervisor, unlocking an office, or waiting until morning.
  • Training that employees understand: delivered at initial assignment and again whenever a new hazard enters the building, in a language the crew actually speaks.

Hazard Communication was the second most frequently cited OSHA standard in fiscal year 2024, behind only fall protection general requirements. Cleaning contractors are not exempt because they are small.

What is on a safety data sheet, section by section?

Since the 2012 GHS alignment, every SDS follows the same 16 sections in the same order. That standardization is the point: a paramedic or a new hire does not have to hunt.

The old term was MSDS, and old MSDS files had no fixed structure. If a sheet in your binder is not in this 16-section order, it predates 2012 and you need a current one from the manufacturer.

OSHA does not enforce the content of sections 12 through 15 because those subjects fall under other agencies. Manufacturers still have to include them, and you should still keep the full sheet.

馃挕 Tip: Train to sections 2, 4, 6, 7 and 8 only. Those five cover every question a cleaner will ever have to answer under pressure. Handing a new hire a 12-page document and saying "read this" produces nothing.

Which cleaning products actually need an SDS?

The rule is hazard-based, not size-based. If a product is classified as hazardous under 1910.1200 and your employees are exposed to it, you need the sheet.

There is a consumer product exemption in the standard, and this is where operators talk themselves into trouble. The exemption applies only when the product is used in the same manner, duration and frequency as a typical consumer would use it.

A cleaner spraying glass cleaner for six hours a night, five nights a week, is not using it like a homeowner. In practice, assume the exemption does not cover your consumables and collect the sheets anyway. It costs you an email to your distributor.

What genuinely does not need an SDS on your list: plain water, paper goods, liners, mop heads, and most articles like brushes and buckets. Everything with a chemical in it, including hand soap concentrate, floor finish, stripper, disinfectant, degreaser, drain product and carpet prespray, does.

馃挕 Tip: Secondary containers are the citation nobody sees coming. A spray bottle filled from a concentrate needs a workplace label with the product identifier and hazard information, unless the person who filled it uses it up during that same shift. Unlabeled bottles in a closet are an easy write-up.

Does digital access count, or do you need paper?

OSHA has taken the position for years that electronic access is acceptable, and it has never required paper as the primary format. It attaches conditions, and the conditions are the reason so many digital setups fail.

  1. Employees can retrieve the sheet immediately, in their work area, during their shift, with no delay.
  2. There is a reliable backup for emergencies: a power outage, a dead network, a dead phone.
  3. Employees are trained on how to use the system, and can demonstrate it, not just describe it.
  4. There is no barrier to access: no shared password only the supervisor knows, no locked office, no "call me and I'll email it."

Point 2 is where most cleaning companies get caught. "It's in the Google Drive" is not a system if the basement mechanical room has no signal and the crew lead's phone is at 4 percent.

What 22 accounts of paper binders actually cost you

Run the arithmetic on an illustrative company. Assume Riverside Facility Services has 22 accounts, an approved list of 14 chemicals, and an average SDS length of 9 pages.

That is 22 times 14, or 308 documents, roughly 2,772 printed pages to establish the system. Fine. You do it once.

Now assume your distributor reformulates or substitutes three products in a year, which is not unusual when a manufacturer changes a surfactant or you switch to a different disinfectant to get a shorter contact time. Every one of those changes means 22 binder pulls.

That is 66 binder visits. At an assumed 5 minutes per swap plus the drive, and given that some of those sites are cleaned by a crew you see twice a month, the realistic answer is that it does not happen. It sits on a list. Eighteen months later an inspector opens a binder in a building you last touched in the spring.

These figures are illustrative, built on the stated assumptions, not survey data. Substitute your own account count and SKU count and the shape of the answer will not change.

Which SDS setup fits your operation?

Under 1910.1200(e)(2), a host employer has to make its SDS available to your employees while they work in the building, and you have to inform the host about the chemicals you are bringing in. On a multi-employer site, the practical move is a short exchange during onboarding: your chemical list to their EHS contact, their access instructions to your crew lead. Put it in the account file so it survives a change of building manager.

Your first 30 days if you have no SDS system today

  • Days 1 to 3: Walk every chemical closet and vehicle. Photograph every label. You are building the actual list, not the one on your order guide.
  • Days 4 to 7: Cut the list. Anything duplicative, unlabeled or nobody can explain gets removed from service. Fewer SKUs, fewer sheets, fewer training hours.
  • Days 8 to 14: Email your distributor rep the final list and request current SDS for every item, in every language your crew speaks. Distributors are obligated to provide them. Ask for a dated file, not a web link that rots.
  • Days 15 to 18: Write the hazard communication program. Two to four pages: who maintains the list, where sheets live, how a cleaner gets one at 11 p.m., how new hires are trained, who to call in an emergency.
  • Days 19 to 22: Fix labeling. Every secondary spray bottle gets a workplace label with the product identifier and hazard information. Order pre-printed labels from the manufacturer where you can.
  • Days 23 to 27: Train, and document it. Sections 2, 4, 6, 7 and 8. Have each employee physically retrieve one sheet in front of you, on the setup you chose. Record the date and the topics.
  • Days 28 to 30: Post access instructions in every closet, load the backup binders, and set a calendar reminder tied to your purchasing cycle rather than an arbitrary date.

What the 2024 HazCom update changes for cleaning contractors

OSHA published a final rule in May 2024 aligning the Hazard Communication Standard with a newer revision of the Globally Harmonized System. The practical effect on a janitorial company is modest but real: labels and sheets will change wording and formatting as manufacturers work through the compliance dates.

Under the rule, chemical manufacturers and importers must comply for substances by January 19, 2026 and for mixtures by July 19, 2027. Employers must update workplace labeling and their written program as necessary by July 20, 2026 for substances and January 19, 2028 for mixtures.

Translation for your operation: over the next few years you will receive revised sheets for products you already buy. Every one of those revisions is a fresh test of your update process. If the answer to "who replaces this in 22 binders" is still nobody, you already know which column of the table you belong in.

Frequently asked questions

Do safety data sheets expire after three years?

No. OSHA sets no expiration date on an SDS. The obligation is to hold the most current sheet the manufacturer has issued for the product you actually have in stock. The three year idea comes from older Canadian WHMIS rules, and even Canada moved away from a fixed refresh interval. Check section 16 for the revision date and compare it against the manufacturer's website.

How long do I have to keep an SDS for a product we stopped using?

SDS count as employee exposure records under 29 CFR 1910.1020, which generally carries a 30 year retention period. You do not have to keep the sheet itself for 30 years if you retain a record of the chemical identity, where it was used and when it was used. Keeping the PDF in a dated archive folder is easier than maintaining a separate log.

Do I need an SDS for a bottle of retail glass cleaner from a warehouse club?

Assume yes. The consumer product exemption applies only when employees use the product in the same manner, duration and frequency as a household consumer, and nightly production cleaning rarely qualifies. Manufacturers publish sheets for retail products anyway, so download and file them. Arguing the exemption during an inspection is a worse use of your time than the five minutes it takes to collect the sheet.

Who is responsible for SDS when we clean inside a client's building, us or them?

Both, for different chemicals. You are responsible for the products your crew brings in, including sheets, labeling and training. The host employer must make its own SDS available to your employees for the chemicals it stores in areas where your crew works, and you must tell the host what you are bringing in. Document that exchange in the account file.

Can I keep my SDS library only on employees' personal phones?

You can, if the access truly works. Employees must be able to open the sheet immediately in their work area with no barrier, be trained on how to do it, and have a backup when the network or the battery dies. A crew relying on personal phones with no offline copy and no printed fallback in the vehicle is the most commonly failed version of a digital system.
